Is the enclosed Attachment the proper way to ground to inside of a metal box or is there a better way. Problems with ground loops and hum have led me to a change and I need assistance with this aspect as a newbie
to electronics.

You shouldn't tie the chassis to circuit ground. Ground the chassis to the 3rd prong on the mains connector. Make sure the core of the transformer is also grounded.

What are you using for filter capacitors? If they are too small, you'll get hum. Are you using any chokes?
