I need a low cost, moderately accurate, time delay circuit for delay on make (when power is turned on, delay the relay changing state) with a delay duration of approximately 8 days.

wow 8 days... im not sure that there is one for 8 days. you might be able to get a 7day one and mod it..

The cheapest way would be to use a PIC microcontroller.

A CD4060, CD4541 and a few other Cmos timer/dividers can give an output that is a week or more.
