I am trying to construct a phone or electronic device charger using a small solar panel as the power source. I am a novice at this sort of thing and am wondering if anyone can give me some info on the components i will require in the circuit. The out put i am looking for is 5.0V=0.7A. Maybe even a schematic of something similar?

The easiest thing to do would be to just connect up enough panels in series to generate 5V. The device you are wanting to charge probably already has a charging circuit built in and just wants about 5V that it would get from a USB port.

More complicated would be to use a DC-DC converter so that any voltage output by the solar panel would be converted to 5V. For example (found via Googling for "solar charge circuit 5V"):
