I just use toothpaste, a cloth, then wash off with water.

Most anything, as long as it's not too abrasive.

So no toothpaste with baking soda? I find the most important thing to worry about is keeping dirt off the surface. Small scratches won't make too much of a difference, as long as they aren't too deep. CD's and DVD's are a metal platter with a layer of protective plastic over it. As long as that protective layer isn't scratched too deeply you are fine. Here's something I learned from working with expensive optics: If there's a lot of particles on the surface, like dust or dirt, use compressed air (air in a can) to blow it off before you start wiping with anything. Otherwise the wiping action drags the crap over the surface and can cause more scratches. With CD's/DVD's, wipe RADIALLY, not circularly. The data is stored in a spiral, so a radial scratch won't do as much damage as a circular scratch. Start inside and wipe straight to the edge.

if you really want to clean your cds, spend some money and buy a skip doctor from sam goody and use that. it restores cds to almost brand new.
