A device to create an electric arc?

Any 10+kv power supply will do the trick.

The jumper leads were probably rated under 50V, but I was only holding a ground, so I was not worried. The output of the flyback is around 30KV, and the output of the multiplier must be around 70KV.

BTW, that homemade arc welder is pretty cool, as is the rest of that site. He totally used the wrong type of battery for the bike light though...
