Came across this was to generate a pulse (modulate) at 240 cycles/minute using the 4011 IC --- but have no idea how/why it works and if it will really produce a 240hz output. Can you help --- does it give 240hz? If not, are there other combinations of R & C that would?

Since you didn't post your schematic then we don't know which circuit you are talking about.

The CD4011 is a Cmos Quad 2-input NAND gate. There are hundreds of tutorials on the web that show how it can oscillate or be a gated oscillator.
The tutorials show the formula for the oscillator frequency.
