Hi, I am trying to build a derby race timer. This is only for a single track and car. I need a circuit diagram that includes an an optical timer starter at the top of the track, and an optical timer stopper at the bottom of the track. I also need the display to show 1 digit full second display, as well as 4 point second accuracy (Ex: 2.9546 seconds) I am going to use this as a timing tool to build the fastest car I can, so that any small modifications would be noticed.

Probably the easiest thing to do is modify a stop watch. Create a circuit to hit the start/stop button. Paint a reflective line on the track at the start line and then use an IR LED and phototransistor combination with a simple comparator circuit to trigger the stopwatch.
