I need a gadget or cirucit that can calm down sound/audio of: loudy TV, noisy music, uncommfortable sound coming from my nextdoor room. I can't sleep well. please help or any suggestion. Thank

Explain to that person nicely that the sound is being carried through the walls and is disturbing you. Then come to a friendly agreement over what is a reasonable level for them to run their equipment.
