Jesus Christ I've had enough of seeing this 'using water as fuel' thing on this forum. The fact is, as Aaron has said, it's impossible. Now can we all stop being so naive to these false claims because it's getting boring.
Well of course it is triggered by the high prices of gasoline. Though it may not be possible to do it directly, there maybe a way to supplement are offset the prices. It is the spirit of innovation you are seeing at work and it is a good thing, but yes we need to keep it real.
I don't mind it being on this forum. It is coming up virtually everywhere I spend time on the Internet (mostly automotive forums). At least here, we have intelligent people with an understanding of how these things work and it's easy to rationally discuss. Everywhere else people are sticking mason jars with electrodes and water under the hood and then going on and on about how it's giving them a bazillion miles per gallon.
It's frustrating to see the same junk over and over, but just ignore it. Hell, look at the Google ads that appear on this page. Funny stuff.
