A caliper should do fine, as long as it's jawa are small enough to fit the ID of the jet.

A jet's holes diameter is less than 1mm in most cases now tell me which caliper has 2 jaws which can fit in a dia of 1mm n then measure uptill accuracy of 1/200 of an inch.

I have used numeric sized drill bits in the past to determine the jet size. These are very small and if you have a complete set, should give you the increments you want. Just see which size fits in the hole and use them as a "go/no go" gauge.
