Unless you're really bent on doing it yourself, why not just buy one from http://www.dakotadigital.com
They have anything from a couple of guages to plug in, to a complete digital dashboard (http://www.dakotadigital.com/manuals/str-c.pdf)
Now, if I were to do a digital tach/speedo, I'd probably do a bar graph (The longer the line, the faster I'm going) The speedo could just be a simple line. I'd probably do something interesting with the tach, like have the X axis the RPM, andhave the individual heights of the bar approximate the torque curve of the engine, but that's only if I were to go so far. For that kind of a setup, you'd just need a couple of ICs, a frequency/voltage converter, and a bar graph generator. The odometer would be an application for a counter IC. I don't have schematics, but the "tuypical application" schematics for those types of ICs would have most of the information that you need. You'd have to pay close attention to the operating temperature ranges of the ICs that you choose.
