Please Sir, I would like to know the exact circuit that I can use to shut down my inerter when the battery is below 10v and which of the ic pin should I connect it? I used 4047ic.

Looking at the datasheet, that chip doesn't have any capability of sensing supply voltage.

Therefore you need an additional circuit.

An op-amp set up as comparator would be the most stable choice and have some adjustability.

Then use the output to bring the "enable" pin of the 4047 high/low/whatever state stops the chip.

The inverter with the CG4047 IC that I fixed is at the Electronics-lab website forum, not here. In that forum there is a circuit to stop the inverter when the battery voltage becomes too low.
