I am looking for plans to change water into fuel to power gasoline engines such as lawn mowers, cars, go-carts ect. Does anyone know anything about this?

Doesn't exist.

The only thing you can do is electrosys to generate hydrogen but it is a majorly inefficient process. It's not viable for real amounts of hydrogen.
