A quick search on download.com revealed a few freeware CAD programs. Or if you don't care about the legalities, you could probably find a good one using a P2P filesharing program like Kazaa or Soulseek.

I doubt anyting like that exists. If you spend the time programming a great product, why give it away for free when you can just as easily sell it.
