My GE 27990 cordless can dial a number, I can hear the person I've called, but he/she can't hear me. I hear a lot of static. (It has a new battery)Is it possible to replace just the phone?

Nobody will sell just the handset for a cordless phone and maybe the problem is in the base station anyway.
Cordless phones are cheap today, buy a new one that is on sale.
