If the circuit has voltage applied to it (like 3 volts) then the LED will light up for 2 seconds and then shutoff until the voltage is removed and then re-applied. Similar to how a car remote works. If I hold in the button to unlock the doors, it doesn't keep unlocking, just one time until I let off and then re-press it. I can figure out the timer part but not the part that would not reset the relay only when voltage has been removed. I am sure there is an easy way to do it but I have limited experience.

Are you locked-in to a 3V supply for the circuit? Where does the "relay" fit in your concept?
