well i guess the triac is bad using the ohms part of the meter shows the same reading both ways. but on this board from this battery charger that this triac came from also has a 6 pin ic from motorola with the numbers on it boc311 and under that is q8312 and this is probably the oscillator for which controls the triac but i cannot find a replacement or a cross ref number so im dead in the water even if i got another triac because this ic is most likely bad.

My Fluke multimeter has a few volts on its diode test function and only 200mV on OHMS.
Use OHMS test then swap the leads to see if the gate to one terminal is shorted.

well i used a fluke digital meter on the diode test and its closed or shorted both ways, from gate to one of the other terminals.

Use a low voltage ohm-meter that won't forward bias a 0.6V silicon junction.

thanks, i get a reading from gate to 1 terminal both ways closed and i think that means bad?

Normally open, essentially.
