I was looking at the schematic of the car battery charger and saw that the input was a constant 18V. If I put in a lower voltage, say around 14 volts would this circuit still work?

thanks

A fully charged lead acid battery is just over 14V and the regulator needs a 1.2V overhead, so 14V won't work. 16V is about the minimum you can use.
