The simplest way would be to have a sensor made of two wires about 1MM apart. When a drop of water hits both wires, an connection is made which will trigger a transistor through it's base (you probably actually want two transistors in Darlington configuration). That then triggers the wiper relay. For a little more sophistication, have it trigger a timer so that if the sensor dries off for a few minutes the wipers keep running.
