Check http://www.discovercircuits.com for a NiCad charger. There are a number of circuits available.

Well, what is the problem? Is this a commercial battery charger or one you made? Does the battery actually work? Have you measured it's voltage both on charge and off? What about current during charge?

We need a little more information before we can even begin to help you. Saying "It doesn't work...help!" is essentially useless.
