Does anyone know how to make a circuitboard for shift light for a car?

Here try this and let me know if it works .automotive speed indicator but I think its more a RPM speed indicator. I would build it but i dont have all the parts needed.

Well, no. I don't have that kind of time. But the basic idea is that you want to get a frequency to voltage converter IC, then connect an op-amp to it's output as a comparator. The output of your comparator then goes to your relay/transistor/etc. to drive the light.

That said, aftermarket shift lights are very cheap, and by the time you spend the money and time to make the circuit, the costs will generally equalize.
