Yes, scrolling messages have been covered. A search will turn up the topics.

However, there is a company that makes a license plate rack with a built in scrolling message. I don't remember what it was called, but it was featured on the TV show "Two Guys Garage". So it should be on their website in the products section. Looked cool...You could configure 5 messages or something like that.
