Umm, it's been a while since i used a dialup so i can't remember all the tricks.Disconnect any other phones or devices from the same line as they may be creating the noise. Try cleaning the actual cord contacts or trying another cord. You can also change the modem initialisation string to accept a slower speed or to do more error checking, that all depends on what modem it is. Another short term fix may be a dsl filter from radio shock or wherever, but it's no substitute for a properly maintained and serviced phone line.

btw, here's what a line pass filter schematic looks like

I'm not sure what frequency it let's through, i started thinking about it and gave myself a headache, i'm convinced that modems that use a carrier frequency greater than what a voice phone uses can not be trusted :)

This sounds like a problem with your phone company. Have you prodded them about it yet? As a customer you should receive a reasonable level of quality in your connection.
