There is no minium HD requirement, though I would consider 40Gig to be a "minimum" that I would want to work with. In my experience, I would use NT 4 Server. Should be cheap to find nowadays, and it is very reliable. If you want something free, go with any number of Linux distros....
Security depends very much on what you want to use the server for. If it is just a home file server, then security isn't really a concern. If it is a webserver, putting it behind a NAT firewall basically eliminates all Windows exploits, so the only thing you have to worry about is your webserver software. Need more info...

Anything specific that you need to know?

Internet access is provided by a 3MB cable connection.
This website is hosted on my server over the above cable connection.
