I copied shortcuts of web pages from XP to Win7 and they work OK. But I cannot find a way to actually make a similar shortcut in Win7. Favorites are not acceptable.

Any ideas

It is possible. In general I've found wireless stuff to be an unending source of problems. Try uninstalling any software that came with it and just run the Windows HID drivers.

Edit:
Just a thought. I am using a wireless keybard and mouse. Could that be the problem with the lockout?

I tried dragging the icon from the address bar onto the desktop and it created a shortcut on my system running Windows 7 Pro 64.

It sounds like you may have some underlying issue with that system if the keyboard and mouse are locked during this disc activity. Can you open up the Resource Monitor while this happens and find out what processes are sucking up the CPU/disc? Are you running less than 1GB of RAM?

Quick tip for finding anything "missing" or moved in Windows 7 is to just hit the Windows key and start typing what you are looking for. Windows Search will find it.

I cannot seem to be able to put a shortcut on the desktop, which is what I want. I am hating Win7 more each day. Trying to find out how to do something is like trying to open a combination lock without knowing the key number. Although it's faster than XP at startup, every program takes much longer to access. Even when no program is being actioned, there is a continuous background of disk activity and the internet light if constantly flickering - during which time my mouse and keyboard action are often locked out.

I am going back to XP for general use as soon as I find out how to dual boot from separate disks.

Drag the icon to the left of the website address in the address bar to where you want the shortcut to be created. That's the easiest way. As is typical with any MS OS after XP, Microsoft has complicated every other way of doing it. No more an we just make a shortcut to a website by creating a shortcut and filling in http://websiteaddress . Probably for security reasons, though I fail to see how directly creating a shortcut to a website compromises security when you can still accomplish it many other ways.

I really like Windows 7, but as I've just started to use it on my (new!) workstation daily at work, I find that 60% of the tasks I normally do take 3 more clicks to accomplish. And there are less options to customize to my liking. For example, there is no way to fully disable ClearType in IE9. It makes my eyes burn. ClearType is made for LCDs set to the wrong resolution, not CRT monitors, which I use. On CRTs, it just makes everything look fuzzy.
