Using system policies, you can restrict a computer down to near uselessness. Pro versions of Windows have poledit built in, I think you have to go through a few hoops to use it on Home versions of Windows.

What are you smoking Wafula?

If you are serious try playing around with file & folder security settings. I have a good sized home network that I've rigged up that auto Syncs data across computers and limits access only to certain user accounts. I have made a HTPC (Home Theater PC) with dual tuners, blu-ray Full HD and 2TB HDD Et Cetera that is connected to the LAN and is great piece of work for numerous tasks.

Easy then - open freezer door - pop in computer - close door - Done!

Limiting access coz limited account doesn't seem to be restrictive enough

I suppose you want to overclock.
