Linear voltage regulator?
Zener diode?
SMPS?

Which one suite your needs?

For SMPS this could be a start. Go to "buck" converter.

They don't say how to regulate the output voltage but you can use a TL494. Look up the data sheet on the TL494 and you'll see your step down circuit in there.

Linear Regs and Zener voltage references are ultra simple. Look em up.
