I have a Revox reel to reel tape deck. I have replaced the bridge and filter cap---but the AC is still there. 36 volts dc ok- but I measured 69 volts AC on filter cap- Scope shows AC sitting on top of DC---VU meters peg and Hum HELP!!!!! Will a bad transformer cause this?

Isn't the tape recorder VERY OLD?
Maybe the replacement filter capacitor is also VERY OLD and does not filter anymore.
