use simple 5 LEDs x 3 Coloums inspire me to make this circuit.
i dream i put in my talking robo car (not yet) :) just like old Movie on television called KITT.
can I subtitude IC LEDdriver with LB1403 and LM3900 with another Quad OP-AMP IC such as LM324?

The circuit was designed for the odd Japanese LED driver IC and for the very unusual LM3900 quad opamp IC.
If other ICs are used then the circuit must be re-designed.

I didn't design it, I just simply corrected its wiring errors. When I design a circuit then I use normal ICs.
