Need to know if there is an electronics kit available to do the following: LED Lights will be connected in a series spelling out Happy Holidays.

1. Light up Line 1 (words) "BLBLBLBL"
2. Then Light up Line 2 (words) "BLBLBLBLBL"
3. Then keep both line 1 & 2 on for 30 seconds
4. Then start over again with Line 1 & 2.

Can someone explain to me what this wiring diagram does and how it is supposed to work?

All I see are two discrete transistors, with no mutual coupling and each with capacitive feedback from C to B.

The transistors are not connected as an oscillator. One transistor is by itself.
Look in Google for transistor multivibrator.

The ratings of the transistor LED drivers depend on the amount of voltage and current they must pass to the LEDs.

Thanks. Can you tell me exactly what type of relay or transistor I need to purchase? And "BLBL" means "Happy" "Holidays".

What does "BLBL" mean?

The schematic you posted is a very simple oscillator. You can adjust the timing by changing the 330uF capacitor.

Instead of using a relay, which will click constantly, a transistor should be used.
